The Human Resources Specialist maintains and assists with various human resource management activities, ensuring areas meet production standards. This position will assist with functions including recruitment, onboarding, employee engagement, and system data administration. Ensures compliance with applicable laws, rules, and regulations for standard department compliance activities.
Essential Functions
Assist with recruitment activities for the placement of highly qualified individuals.
Support workforce planning and development. Create and maintain short and long-term plans (including systems, tools and processes) that support workforce growth and change.
Assist and administer orientation/on-boarding processes that effectively educate new and transferring employees.
Assist with Bid and Classification committees for union positions.
Assist in the benefit program for management employees. Provides consultation to employees regarding complex benefit administration issues and administer information dissemination regarding general benefit administration.
Oversee the preparation and maintenance of position descriptions. Confirm position descriptions are analyzed against requirements for proper classification and updated to any departmental or technological changes.
Contribute to the HR management budgeting process. Identify department needs, justify expenses, monitor budget, and make necessary adjustments.
Assist with worker's compensation, FMLA and ADA administration for tracking and follow up requirements.
Administer Chugach's drug & alcohol testing program. Coordinate employee referrals for pre-employment, random and follow-up testing.
Maintain and administer the HRIS system. Process employee data from new hire information to bid awards, transfers, and separations.
Participate and assist with various employee engagement activities.
Understand and interpret collective bargaining agreements. May aid HR staff for labor relations matters.

Competencies
Demonstrated success communicating and implementing human resources programming in various subject areas including health, welfare, compensation, pension, workforce planning, and organizational design.
Clear understanding of the methods necessary to measure program success including generating program metrics, verifying results with surveys and other measurement tools.
Considerable knowledge of laws and resources pertaining to employment including equal employment opportunity, affirmative action, compensation and benefit programs and attendance management.
Considerable knowledge of workers compensation laws, practices, and resources.
Considerable knowledge of principles, practices, and current developments in the field of human resource management.

Minimum Qualifications and Experience
Education
Bachelor's degree in Human Resources or related field required. PHR/SPHR Certification, or ability to obtain within two years, preferred.
Experience
Four (4) years progressively responsible professional experience in human resources required. Experience must include operating as a subject matter expert in HRIS systems, supporting and administering recruitment activities, workforce planning, employee benefits program and supporting activities related to HR programs and confidential tasks. Experience working in a union environment preferred.
