Summary

This position plans and directs the daily activities of the general accounting department; assist in general accounting functions to meet the established departmental goals, budgets, and reporting requirements.

Essential Functions

Oversee the general accounting process to ensure the Association is meeting its obligations on a timely basis. Monitors policies and procedures to ensure appropriate internal controls are maintained.

Oversee the preparation of Association payrolls and subsidiary records in accordance with union controls, polices and applicable laws.

Analyze, implement policies and procedures, and internal controls over Association accounting assets, including COSO Internal Control Framework compliance.

Review and adjust indirect labor rates ensuring expense and budget strategies are met.

Monitor accrued and prepaid accounts to ensure proper amortization.

Oversee the billing of miscellaneous accounts receivable.

Participate actively with the Regulatory department in the monthly review and analysis of fuel surcharge.

Oversee timely and accurate monthly and annual general ledger closings ensuring compliance with GAAP, State of Alaska regulatory requirements, FERC and other federal and state requirements.

Plan, organize, and coordinate all annual external financial audit activities.

Oversee the completion of financial reports including Form 7, Form 12, FERC and RCA reporting requirements.

Coordinate with VP, Finance & Accounting in managing debt and related transactions.

Participate in the review and analysis of the unbilled retail revenue calculation.

Participate in the coordination of annual capital credit retirements and bad debt reserve calculations with Member Services staff.

Monitor daily cash requirements and recommends action as needed, using the Association's liquidity resources as appropriate.

Aid other departments to meet accounting requirements.

Review and approve cash disbursements, accruals, payroll and general journal entries and account reconciliations.

Conduct special studies and analysis for other departments as required.

Function as an administrator of online banking systems.

Performs other special projects under the direction of the VP, Finance & Accounting.

Relationships

Internal

VP, Finance & Accounting: Reports to, receives direction, guidance, and decisions.

Executive Vice Presidents and all Managers: Receives reports and data. Resolves problems having a general accounting impact. Provides advice and recommends procedures with respect to financial or accounting implication

Human Resources Department: works with to process personnel and payroll action documents and exchanges data regarding employee payroll and fringe benefits costs.

Other Chugach managers and staff: Coordinates with and provides information to.

External

External auditors: Provides all necessary information and details to support audit activities. Consults, as necessary, with audit firm regarding tax matters and other financial questions.

Governmental Agencies (IRS, DOL): Requests information, ensures compliance with all State and Federal laws.

Competencies

Thorough working knowledge and experience with all aspects of accounting to include accounts payable, general ledger and payroll.

Must have experience overseeing, administering, and analyzing monthly and annual close out processes in the areas of payroll, accounts payable, general ledger activities, and reconciliation.


Must possess superior analytical and communication skills and have the ability to explain and convey reporting outcomes to stakeholders.


Must excel at priority setting and meeting deadlines.


Ability to review, analyze, and participate in process improvement including internal process, software upgrades, and/or conversations.


Working knowledge of FERC system of accounting.


Must be able to work with a multidisciplinary team, including work, training, and coordination.


Expert knowledge in the use of standard office software and equipment.

Work Environment

Work will be performed in a standard office environment. Occasional long hours due to deadlines and seasonal workloads. Limited travel.

Minimum Qualifications and Experience

Education

A bachelor's degree in Business Administration, Accounting or Finance required. Additional specialized training in computer science, financial management or economics desirable. Professional certification (i.e. CPA, CMA) preferred.

Experience

Five (5) years of progressively similar complex accounting experience, preferably in an electric utility environment, including experience in the areas of auditing, financial control procedures, or similar, including regulatory or agency required reporting.
