Summary

The Economic Analyst performs complex analysis by applying economic, finance, and quantitative principles to regulatory, business, and legal challenges facing Chugach Electric Association, Inc. (Chugach). Manage a full range of professional economic analyst assignments in a full-functioning capacity.


Essential Functions

  1. Perform complex economic and financial analysis, including proforma, net present value, discounted cash flow and forecast modeling. Prepare short and long-term load and sales forecasts for budget and planning purposes. Facilitate studies, as needed, of load and associated characteristics; ensure interval load data and related data acquisition processes are in place.
  2. Assist in strategic business planning and regulatory activities, including strategic planning, regulatory filings, contract negotiations, discovery responses and requests, and other required ad hoc quantitative and qualitative analysis.
  3. Conduct research and analysis on the energy industry, develop and maintain quantitative models, and create and present reports for a variety of audiences including senior leadership, the board of directors, other utilities, and the
  4. Perform analysis of historical and projected trends and compiles analytical outputs to include scenarios that examine market, seasonal, and other impacts.
  5. Manage the acquisition of metered and SCADA data in support of regulatory filing requirements, including line loss analysis, cost of service studies, rate design and related analysis. Coordinate with other departments, including the Meter Shop, to support meter audits and maintenance.
  6. Participate in regulatory activities including general rate cases. Responsible for routine and non-routine regulatory filings, including Beluga River Unit Gas Transfer Prices, G&T loss factor calculation, distribution line extension charges and fees, cost allocation manual, reporting of acquisition cost savings.

  1. Must have advanced knowledge of economic and financial analysis methods and the ability to evaluate results and prepare reports to support strategic decision-making.
  2. Independent judgment necessary to make decisions in carrying out assignments that have a significant impact on services, programs, contracts, rates, and other areas of Chugach operations.
  3. Knowledge of micro and macro-economic theory, econometrics and forecasting, economic research and survey sampling techniques, graphic and narrative techniques for the presentation of data, mathematics and statistical theory, and economic indicators relative to national and local economic trends.
  4. Strong organizational skills, high level of accuracy and attention to details are essential.
  5. Must have strong analytical skills and the ability to organize analytical results into concise and informative reports.
  6. Ability to communicate complex scenarios into takeaways and present findings.
  7. Must have advanced skills in the use of excel spreadsheet software.
  8. Must be self-motivated and able to work independently with minimal supervision.
  9. Must be able to perform both routine and non-routine tasks in a fast-paced office environment.
  10. Must be able to interact effectively with the public, management, and other employees. Must have strong interpersonal skills to include ability to coordinate with staff throughout the organization and the ability to interact competently with the public and other companies.
  11. Must have the ability to exercise good judgement in a variety of situations.
  12. Must have ability to identify sensitive or confidential information and abide by confidentiality requirements.
  13. Must have the ability to communicate clearly, orally and in writing.

Supervisory Responsibility

This position has no supervisory responsibilities.

Work Environment

Work is performed in a standard office environment. This position may require work to be performed outside of regular business hours.


Minimum Qualifications and Experience

Education

Bachelor's degree in Economics, Mathematics, Business, or related field, required. Master's degree, preferred.

Experience

Three (3) years' experience working in a comparable role for a utility, regulatory commission, or utility consulting firm.


Senior Economic Analyst
